Hey guys,
 
I am looking into reskinining a game in unity basic and publish it to as many platforms/stores as possible.
 
1-Can i use Unity basic and publish it to atleast Gplay/Appstore/Web [html5?]/PC for free? 

From their page it seems like it but I am not 100% sure, asked their support a few days ago but so far just gotten an automated reply, no answer.
 
2-I have seen some games atleast in gplay[top 250] to have copyright characters like naruto and other anime characters, how do they market their game without being sued by original creator? Is it legal?

Hi indiegamedude,

You can publish using the free Unity. The main difference with the free version is that you can't change the splash screen, which is a black screen with a Unity logo. You only need to use the full version of Unity if you are making more than US$100K per year I believe.

It's against the rules to publish apps that use IP you don't own. Google historically hasn't applied the rules equally to everyone, which is why you'll see lots of apps that break the rules. They have recently started reviewing newly released apps, especially those by new developers, which makes it harder to slip apps through that break the rules. Technically there are fair-use situations where you can use someone else's IP, but if someone reports you for doing so, and you don't have written permission from the IP owner, you'll probably lose the app. If you get three apps banned, you'll lose your Google Play account.
